Binar Initiative

Shaping policies and accelerating climate innovation

About

Problem: Climate tech startups and innovators have limited influence on policy, and many investors remain cautious due to perceived risks to existing business models.

Solution: The Binar Initiative inspired by the word binar, meaning “beam” or “ray of shine” represents a step to accelerating Indonesia’s clean energy future. Designed to bridge the gap between innovation and regulation, it empowers climate innovators, startups, and entrepreneurs by shaping inclusive policies.

What we’re doing

Through grassroots insights and top-down analysis, we’re delivering actionable policy recommendations, fostering cross-sector integration, and facilitating meaningful youth participation.

Policy analysis
We analyze and promote clean energy policies at both national and sub-national levels that support innovators and startups.
  • Identify challenges and gaps in the regulatory ecosystem
  • Offer assistance and actionable policy recommendations addressing financial, fiscal, and non-financial startup needs
  • Advocate for regionally adaptable policies supporting climate innovation

Goal: To create an environment where startups can thrive as drivers of clean energy adoption.

Collaboration & community engagement
We build strong, cross-sector support systems by working with penta helix stakeholders:
  • Government agencies
  • Incubators, academic institutions
  • Investors, venture capital, and financial institutions
  • Startups, entrepreneurs, and innovators
  • Youth, local communities, media, and NGOs to co-create solutions and contribute to policy dialogues

Community-first: We also raise awareness of clean technologies and cultivate local buy-in for innovation.

Regional strategy & tailored impact
Recognizing the importance of local governance, we develop region-specific strategies:
  • Tailored to regional policies  (perda)
  • Built for annual scalability and local ownership
  • Designed to influence both local policymakers and national ministries, through a bottom-up approach

Impact: Local and thematic solutions that spark national change.

Capacity building for startups
We support Indonesia’s climate entrepreneurs through:
  • Workshops, campaigns, and resources
  • Strategic partnerships to extend impact
  • Hands-on guidance to nurture early-stage clean tech ideas into scalable businesses
  • Platform to discuss and integrate initiatives among penta helix stakeholders in the climate startup ecosystem

Empowerment: Startups gain the tools and confidence to lead the clean energy transition.
