About

Problem: Decarbonizing Indonesia is not only about cutting emissions—it’s also a chance to create sustainable jobs, boost public health, and lead in carbon-neutral innovation. Yet, startups and innovators have limited influence on policy, and many investors remain cautious due to perceived risks to existing business models.

Solution: The Binar Initiative inspired by the word binar, meaning “beam” or “ray of shine” represents a bold step in accelerating Indonesia’s clean energy future. Designed to bridge the gap between innovation and regulation, it empowers climate innovators, startups, and entrepreneurs by shaping inclusive policies. Through a unique blend of grassroots insights and top-down analysis, Binar delivers actionable policy recommendations across financial, non-financial, and fiscal pillars. The initiative works to remove regulatory barriers, and build regionally relevant solutions.

What we’re doing

 

Binar aims to cultivate an inclusive ecosystem for clean tech startups in Indonesia by influencing supportive policies, fostering cross-sector collaboration and integration, and facilitating meaningful youth participation.

 

Policy analysis & advocacy
We analyze and promote clean energy policies at both national and sub-national levels that support innovators and startups.
  • Identify challenges and gaps in the regulatory ecosystem
  • Offer assistance and actionable policy recommendations addressing financial, fiscal, and non-financial startup needs
  • Advocate for regionally adaptable policies supporting clean tech innovation

 

Goal: To create an environment where startups can thrive as drivers of clean energy adoption.

We build strong, cross-sector support systems by working with penta helix stakeholders:
  • Government agencies
  • Incubators, academic institutions
  • Investors, venture capital, and financial institutions
  • Startups, entrepreneurs, and innovators
  • Youth, local communities, and NGOs to co-create solutions and contribute to policy dialogues

 

Community-first: We also raise awareness of clean technologies and cultivate local buy-in for innovation.

Recognizing the importance of local governance, we develop region-specific strategies:
